Our Leadership Team.
Fiona Lynch. Chief Executive Officer. Fiona Lynch has over 25 years’ experience in senior and executive roles in a range of community services. She has held senior roles in community health, early childhood education, tertiary education, private health insurance, local and state government and disability services. Fiona has a long-standing passion for social justice and is committed to developing services that are high quality, responsive and tailored to meet the needs of individuals and their families. Fiona has been involved in the NDIS in Victoria and NSW since the trial sites commenced. She holds a Masters Degree in Nursing Studies.
Janet Batey. Chief Operations Officer. Operational Management across residential and activity portfolios.Janet has worked in the disability sector for over 45 years and has received a national award in recognition of her support of people with an intellectual disability. She has worked in executive roles for the past 20 years including CEO at Bayley House from 2009-2011. Janet has specialist qualifications in Social Science and a Masters in Health Science Disability Studies. She brings a life-long zeal for improving services and quality of life for people with a disability.
Penny Scott. NDIS Transition & Project Manager. Penny has 30 years in the mental health, disability and community sector. She joined Bayley House in 2001 and had worked across all areas of the organisation, holding a variety of managerial roles. Penny is on the advisory council for disability studies for both Holmesglen TAFE and RMIT because of her strong background and qualifications in mental health and community sector management and her passion for supporting people with disabilities. Penny has extensive experience supporting families who are transitioning to NDIS.
Ruth Lew. Fundraising Manager. Ruth has been with Bayley House for five years. She is a highly resourceful senior fundraising and communications specialist with over 15 years’ experience in the not for profit sector primarily in the social services and arts sectors. Ruth has a Bachelor of Arts degree (Communications major) and extensive training as a fundraising professional.
Anneke Jurgens. Psychologist & Positive Behaviour Support Specialist. Anneke has worked at Bayley House for 11 years. She is a registered psychologist and has a Master of Psychology (Educational and Developmental)/Doctor of Philosophy degree. Anneke heads our Positive Behaviour Support Service which develops strategies to improve and enhance the quality of life for people that demonstrate behaviours of concern. Anneke is also responsible for managing Bayley House’s research program.
Catherine Raine. Finance Manager. Catherine was appointed as Finance Manager in 2015. Before this, she worked in several not-for-profit organisations, both in Australia and the UK. Catherine is a Certified Practicing Accountant (CPA) and Chartered Institute of Management Accountant (CIMA). She is committed to driving business process improvements and maximising the use of technology across the organisation.
Hannah Dart. Human Resources Business Partner. Hannah joined Bayley House in 2013. She has over 15 years of HR and organisational development experience in various industries including commercial, government, financial services and management consulting. She has Bachelor of Psychology and Bachelor of Commerce (HR) degrees and post graduate qualifications in coaching and counselling. She also has a Certificate IV HR and a Certificate IV training & Assessment.
Natarsha Warren. General Manager Centre-based Activities. Natarsha has worked at Bayley House in several capacities since 1999. Her qualifications and experience in music education and disability have guided the development of our drama and performance activities. Natarsha lectured in disability studies at Victoria University and has been part of the Day Service Management team for the past five years.
Lana Todes. Quality Manager. Lana has worked at Bayley House since January 2018. She has 20 years’ experience and a Bachelor of Applied Science (Honours) in Disability Studies. Lana has significant experience working in the disability sector in tertiary education as well as community-based organisations Lana enjoys project management and implementing positive change within an organisation committed to a continuous learning environment.

Warwick Cavanagh Chief Executive Officer Warwick has worked in the disability sector most of his life and is well known for his strong advocacy for people with disabilities and their families. He has championed the establishment and development of the NDIS and remains optimistic that people with disabilities will benefit from this social revolution whilst recognising that the implementation has been less than ideal. Warwick was CEO of MOIRA for many years and more recently worked with the Brotherhood of St Laurence in the roll-out of Local Area Co-ordination (LAC). Warwick is an elected director of National Disability Services (NDS), Chair of Active Community Housing, and a director of Haven: Home, Safe a leading Housing Association in Victoria.

Holding a Bachelor of Education and Music alongside qualifications in Disability, Natarsha has guided the development of our Day Program activities. Natarsha lectured in disability studies at Victoria University and has been part of the Day Service Management team for the past five years.
Chris Glennen Acting GM Accommodation Options Chris has worked in the community housing sector since 2004 and the disability sector more broadly prior to that. He was CEO of Active Community Housing 2009 – 2019 and, following Active’s merge with prominent Victorian housing association, Haven; Home, Safe HHS) was Executive Director Active SDA until the end of 2020. Chris completed a Bachelor of Economics Degree, Bachelor of Social Work at La Trobe University, and Master of Social Work degree at the University of Melbourne. His career has involved service delivery, management, consulting and teaching in human services. Chris is committed to ensuring people with disabilities have access to safe, secure housing with the supports they need to live independently in the community.
Justin Bruce General Manager Marketing Justin joined Bayley House earlier this year as GM Marketing with a focus on maintaining positive client connections throughout the pandemic. Justin is a professional marketer with a career that spans several sectors and too many decades to mention! For the past 6 years Justin has been dedicated to promoting the voice of people with disability to build self-advocacy and proudly supporting the workforce who strive everyday to make a positive social impact.
Fiona Atkinson Director of Philanthropy Fiona joined the Bayley House team in 2020, coming with 17 years experience across fundraising, communications, events and membership. She is passionate about nurturing supporter relationships and securing funding and engagement that will help Bayley House achieve its vision for all people with intellectual disability to live the life they choose.
Glenda Bainbridge Company Secretary Glenda has worked at Bayley House since 2010. She is an experienced management professional with over 30 years in health and legal providing support to the Board and CEO covering organisational structure, culture and engagement, compliance and health and safety.
